China stockpiling is not a long-term solution

The incentives offered by China’s provincial governments will artificially boost demand for base metals, especially lead and zinc. As a result, smelters who may have cut supply or shut altogether may instead maintain or even increase output, which will worsen the oversupply of industrial metals and add to the headwinds facing prices as any recovery in demand gathers pace.
