Bank stands pat and waits for new Governor

The Bank of Canada stood pat, leaving its tightening bias unchanged ahead of the arrival of the new Governor. The challenges that Governor Poloz will face, namely a weak global economy, volatile commodity prices and a housing downturn, suggest that  any move in interest rates over the next year or so is more likely to be down than up.
