China ramping up use of export controls

China's latest expansion of export controls didn't come out of the blue. Its government started to build an institutional and legal framework to enable China to leverage its position in key supply chains during the first Trump administration. While rare earths and other critical minerals and batteries are the focus now, this note from January argues that China's technological capabilities and manufacturing strength will give it other points of leverage over coming years.
