Will regional trade agreements boost growth?

Almost 10 months after Donald Trump pulled the US out of negotiations to set up the Trans-Pacific Partnership (TPP), ministers from the remaining 11 countries are trying to salvage something from the deal. The concern is that in order to secure an agreement, countries row back on their commitments to open up their domestic markets, reducing the benefits.
