Single-family housing starts dropped for the second month in a row in October, and building permits saw their first annual decline in 4½ years. Faltering new home demand has hit homebuilder confidence. But housing demand is not collapsing and, with mortgage interest rates nearing a peak, a substantial fall in construction activity over the next year or so is unlikely.
