Larger deficit comes with a catch

Tighter oversight of off-budget fiscal activity has resulted in the first net fall in bond issuance by local government financing vehicles and policy banks in over two decades. That’s one reason why the government took the highly unusual step this week of authorising a mid-year increase in on-budget borrowing. And it underlines that any economic boost from this week’s fiscal loosening will be small.
