Today’s fiscal announcement was far smaller and less detailed than many had hoped for. The explanation, we think, is that China’s leadership sees less need for stimulus than most commentators (we’re with the leadership on this). Its priority instead seems to be structural issues. There is some fiscal support in the pipeline and fiscal policy should be slightly looser next year. But a large fiscal expansion is not happening.
