The Chinese authorities are seemingly on the cusp of rolling out nationwide childbirth subsidies. While the proposed scale of the program is too small to have much near-term impact on the birth rate or consumption, it would mark a shift in mindset and potentially lay the groundwork for more fiscal transfers to households, which are much needed to support rebalancing toward consumption.
