Today’s ruling that Donald Trump’s use of IEEPA tariffs was illegal will not deter policymakers in Ottawa from continuing to prioritise the reorientation of trade flows toward other markets, with replacement measures likely imminent. Last year’s apparent success on that front was greatly exaggerated by a price-driven surge in gold exports to the UK, while non-commodity manufacturing exporters struggled.
