None of the three leading candidates to replace Starmer as Prime Minister advocate an increase in total housing supply, not least due to the fiscal constraints. But Rayner and Burnham may be more inclined to pivot towards social housing construction and to impose more rental market regulations than Streeting. While all three candidates have backed higher wealth taxes in some form, so far at least, Burnham has given the strongest signal that he may further raise taxes on property.
