The underwhelming Communiqué released after the Third Plenum on Tuesday raised big questions about whether the leadership had been able to get backing for a meaningful package of reforms. On the basis of the more detailed blueprint published today, we think the answer is a clear yes. Questions will remain over implementation, but this is the most impressive statement of reform intentions that we’ve seen this century.
