West End sees refurbishment boom

The latest crane survey reported a surge in new central London office starts in Q1, which seems poorly timed given a large existing pipeline and waning demand. However a closer look shows that West End refurbishments are behind that surge, as this submarket is benefiting from relatively strong demand and constraints on new building. Developer interest in the West End is in line with our view that rental growth there will outperform all other office sectors over 2023-27.
