Why the hukou matters less than many think

There has been some disappointment since the Third Plenum that the Party is not moving faster to reform the hukou household registration system. This may not matter much for the economy – the importance of the hukou system has already been eroded by other changes making it easier for rural migrants to access urban welfare schemes without having to change their formal residency status.
