ECB waiver offers limited relief for Greece

The ECB’s decision to reinstate a waiver allowing Greek banks to borrow from it at low interest rates will help to ease pressure on the banking sector. But it is very unlikely to generate a lending revival and it could still be some time before Greece qualifies for support from the ECB’s QE programme.
