Client Background

The EDB of Mauritius is the national agency responsible for promoting investment and economic development. As part of its strategic mandate, the EDB sought to formally demonstrate the country’s impact in supporting African growth through financial intermediation and investment facilitation.

Challenge

The EDB needed a robust, data-driven report to credibly communicate the value Mauritius delivers to Africa’s development, especially amid growing international scrutiny of offshore financial centres. The analysis had to be authoritative, evidence-rich, and accessible to global policy stakeholders.

Solution

We combined innovative analysis of existing economic data with results from a large-scale survey of Mauritius-based management companies, designed and conducted by Capital Economics. The research was supported by in-country fieldwork and interviews with African and international stakeholders. The final report, exceeding 100 pages, included original estimates of Mauritius’ economic impact in Africa, detailed commentary, case studies, and visualisations. A concise summary report was also produced to highlight the key findings.
