Can we trust the business surveys?

A divergence between strong surveys and weak industrial ‘hard’ data, mainly in the euro-zone, has again raised questions about how to interpret the business surveys. There are several reasons why survey indices of output have overstated the actual strength of activity in many economies, and they will probably continue to tell us more about the underlying breadth of the recovery in the coming months.
