The HTB extension will not give housebuilding a lift

The extension of Help-to-Buy provides housebuilders with much needed policy certainty. But with no broader housing market recovery in sight and HTB eligibility to tighten, the industry nonetheless faces weakening demand. We expect a gradual decline in housing starts over the next two years.
