Will lower rates give the housing market another boost?

Interest rates are an important driver of housing demand, but they are not the only factor. And restricted access to mortgage credit, rather than its cost, is currently actin as the biggest drag on housing market activity. Thus, even though demand fundamentals appear pretty good, the latest falls in mortgage interest rates will not trigger a surge in housing transactions or prices.
