What’s holding back Brazil’s recovery?

Brazil’s recovery from its 2015-16 recession has been exceptionally weak by historic standards, and many of the factors which have held back growth are unlikely to unwind any time soon. Indeed, as things stand, we expect that real GDP will only return to its pre-crisis peak in the early 2020s.
