Why are the surveys weaker than the “hard” data?

The “hard” data compiled by statistical agencies and policymakers have generally been rather better in advanced economies in the past month or so than the weaker surveys of economic activity. While this reassures us that the global economy is not nosediving, there are good reasons to think that the surveys are right in indicating that economic growth will slow a bit further.
